That would be because most other games don't make changes to the environment without testing them first, because the result is often an inflammatory result as can be seen here. Most other games have a person who is dedicated to a singular role or more if they can change characters to do so, which allows them to take a realistic view of the environment the game is in. DUST, however, does not have such a thing. This is why they make the CPM because they do not have as much commitment to the game as other developers do.
Smaller development teams (Red5) and Larger development teams (Blizzard) both take the time to actually run their ideas through a private server to evaluate with these said specialized individuals. But CCP does not. Why? They have never given a reason.
Things like armor balance vs weapon damage is something that CCP has never understood. EVER. They amplified bullet damage a while back, then wondered why people were not enjoying the game because they were dying too quickly. They thought this would be a great way to get Aurum sales up, but it failed horribly. Nobody wanted to buy such things that would collapse faster than they could recognize their use.
Since that time, they have been INCREASING the health and shields of EVERY SUIT across the board. Makes you wonder why they don't just drop weapon damage instead to get to the same result faster. Or it does, until you realize they don't like looking "inconclusive" so if they give a patch, they don't like completely reversing it the next iteration, they try to sidestep around for 4 patches or so until they're back at the point they originally left from.
Basically, they make bad decisions, but don't want to admit it publicly, so they try to side step around with "new decisions" to try to make it look like they "have a definite path" when really they just walked back and forth over the same spot 4 times...
